The Republic of Tajikistan has received financing in an amount equivalent to US$ 31.7 million from the World Bank toward the cost of the Tajikistan Rural Electrification Project and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The project will be carried out as follows: Pamir Energy Company (PEC) to carry out Part 1 of the Project; Barqi Tojik to carry out Part 2 of the Project with the assistance of the ESPMU. The project consists of the following parts:

Part 1: Provision of electricity service to target settlements in GBAO region.

Part 2: Provision of electricity access to target settlements in Khatlon region.

Part 1 includes construction of electricity generation infrastructure, which will include micro-grids comprised of Solar PV, small hydro, wind, and battery energy storage systems (BESS); distribution infrastructure, including expansion of 10 kV and 0.4 kV distribution lines and distribution transformers and hiring of Project Management Consultant for Pamir Energy Company.

Part 2 will finance connection of 74 settlements, bordering Afghanistan, in the Khatlon region to the electricity distribution network, including expansion of 10kV and 0.4 kV distribution lines and distribution transformers; connections and internal wiring costs for households and public facilities; hiring of Project Management Consultant.

  Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018) (Procurement Regulations), and is open to all eligible firms and individuals  as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and on PamirEnergy Company website www.pamirenergy.com.
