GENERAL PROCUREMENT NOTICE

Republic of Iraq

Elec tricity Services Reconstruction and Enhancement Project(ESREP)

Loan No. IBRD 8960-IQ

Project ID No.P162454

 

The Republic of Iraq (the Borrower) has received financingin the amount of US$200 millionfrom the International Bank for Reconstruction and Development (IBRD) towards the cost of the Elect ricity Services Reconstructionand Enhancement Project (ESREP) and intends to apply part of the proceeds to payment s for goods, works,consulting, and non-consulting services to be procured under this project. The project will be implemented by th e Iraq SouthElectricity Transmission Company (SETC), and South Electricity Distribution Company (SEDC).

The Project consist s of thefollowing Components:

Component 1 – South Electricity Transmission Network Reinforcement:

The activities under this component shall include: (a) 132/33/11 kilovolt (KV) substations rehabilitation andupgrades, including installation of autotransformers, (b) 132KV transmission network reinforcement and (c) supply and installation oof 132 upgrad33 KV mobile substations.

 

Component 2 – uth Electricity Distribution Network Reconstruction and Reinforcement and SEDC Electricity Sales RevenueManagement Improvement:

The activities under this component shall include: (i) rehabilitationand reinforcement of the dist ribution network to meet both current and future electricity demand, (ii) reducing technical losses,(iii) increasing operations fle xibility, and (iv) increasing the safety of operation. This will include supporting the supply andinstallation of various new 33/11 kv substations and supply and rehabilitation (capacity expansion through reconstruction) ofadditional existing 33/11kv substation a nd supply and installation of 33/11kv mobile substations. In addition, the project willalso include the design, supply, installatio n and commission of an Integrated Distribution Management Information System (IDMIS)covering electricity distribution core businessfunctions: namely, network planning, operations and maintenance, commercial, andmanagement of corporate resources.

 

Component 3 – Institutional Capacity Strengthening andProject Implementation Support:

This component will, among other things, support thefollowing:

(i) SEDC Capacity Building and Institutiona l Strengthening.

(ii) Feasibility and DiagnosticStudies; and

(iii) Project Implementation Support.

 

Procurem ent of contracts financed by the World Bank will becarried out in accordance with the “World Bank Procurement Regulations forBorrowers under Investment ProjectFinancing” dated July 1, 2016 and revised November 2017, and August 2018 (World Bank Procu rement Regulations for IPFBorrowers), and the provisions of the Recipient’s procurement plan for the Project (Procurement Pla n) provided for underSection IV of the Procurement Regulations will apply, as the same may be updated from time to time in agreemen t with the WorldBank, and is open to all eligible firms and individuals as defined in the Procurement Regulations.

 

Specificprocurementnotices for contracts to be procured under the World Bank’s international competitive procurement procedures, andforcontracts for consultancy services will be announced, as they become available, in UN Development Business online and the World Bank’s external website.
