Design, supply, assembly and commissioning of telecommunications systems

1. The Benin Electric Community (CEB) received funding from the World Bank (WB), the Kreditanstalt für Wiederaufbau (KfW) and the West African Development Bank (BOAD) to finance the 330 kV Interconnection Project / Ghana - Togo - Benin, and intends to use part of this loan to make payments under the Contract for the design, supply, assembly and commissioning of telecommunications systems. For this Contract, the Borrower will make payments using the Direct Payment method of disbursement, as defined in the World Bank Guidelines applicable to Disbursements under Investment Project Financing, with the exception of payments. for which the contract stipulates that payment will be made by documentary credit.
2. The Electricity Community of Benin (CEB) solicits closed bids from eligible bidders who meet the qualifications required for the design, supply, assembly and commissioning of telecommunications systems.
3. The procedure will be conducted by international competitive bidding by resorting to a Call for Tenders (AO) as defined in the "Regulations applicable to Borrowers - Procurement in the context of Financing of Investment Projects on the date of" October 2017 of the World Bank (“the Procurement Regulations”), and open to all bidders from eligible countries as defined in the Procurement Regulations.
4. Interested and eligible Bidders can obtain information from the Benin Electric Community (CEB): Attention: Director of Markets, E-mail: ywade@cebnet.org and read the Invitation for Bids documents at the address mentioned below:

5. The Bidding Documents in French can be purchased by any interested Tenderer by making a written request to the address below against a non-refundable payment of 250,000 FCFA. Payment will be made in cash at the cash desk of the Finance and Accounting Department. The tender dossier will be sent to the bidders who have paid.
6. Tenders must be submitted to the email address: ywade@cebnet.org no later than 04 DECEMBER 2020 at 10:00a.m. UT. Electronic submission of bids will be permitted. Any offer arriving after the expiry of the deadline for submitting offers will be rejected. The offers will be opened by video conference on 4 DECEMBER 2020 at 10:30 a.m. UT .
7. Offers must be accompanied by an Offer Guarantee, for an amount of CFAF 400 million.
