The Republic of Ghana  has received financing in the amount of US$ 35M equivalent from the World Bank towards the cost of the Ghana COVID-19 Emergency Preparedness and Response Project (P173788) and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be fully financed by the World Bank and will be implemented by the Ministry of Health.

 

The project will include the following components as shown below:

  • Component 1: Emergency COVID-19 Response (US$ 21.5 Mil) through Case Detection, Confirmation, Contact Tracing, Recording and Reporting; Containment, Isolation and Treatment; Social and Financial Support to Households; and Health System Strengthening.
  • Component 2: Strengthening Multi-sector, National Institutions and Platforms for Policy Development and Coordination of Prevention and Preparedness using One Health approach (US3.4 Mil).
  • Component 3: Community Engagement and Risk Communication (US$7.4 Mil) through Risk Communication and Community Engagement
  • Component 4: Implementation management and monitoring and evaluation and project management (US$2.7 Mil).

Under the COVID 19 Pandemic procurement guidelines the procurement methods will be Direct Selection and Request for Procurement.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018) (Procurement Regulations), and is restricted to selected eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

 

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and [insert address of free-access website (if available) and/or name of newspaper of national circulation in the Borrower’s country.
